InterAgency serves as Permit Coordinator for the City of Richmond, responsible for securing approvals to conduct preliminary site investigations and construction activities on CSX Transportation property. The project included the construction of a new storage tank and associated connections to the existing CSO 012 structure. Responsibilities included coordinating with CSX and regulatory agencies, navigating right-of-entry and railroad permitting requirements, and ensuring compliance with local regulations to support safe and timely project implementation.

InterAgency serves as Permit Coordinator for the City of Richmond, responsible for securing approvals to conduct preliminary site investigations and construction activities on CSX property. The project involved construction of a new parallel sewer line, connections to the existing sewer system, and work adjacent to and beneath active CSX rail infrastructure. Responsibilities included coordinating with CSX and regulatory agencies, managing railroad permitting and right-of-entry requirements, and ensuring compliance with applicable regulations to facilitate safe and efficient project delivery.

InterAgency served as the environmental lead for the City of Richmond, responsible for conducting wetland delineations, preparing the Chesapeake Bay Preservation Ordinance (CBPO) assessment, completing an environmental feasibility study, and supporting Clean Water Act permitting. InterAgency’s efforts informed the development of a Preliminary Engineering Report for the rehabilitation of approximately 4.5 miles of 72-inch reinforced concrete pipe (RCP) sewage infrastructure installed in the 1960s along the James River, helping identify environmental constraints, permitting requirements, and feasible rehabilitation approaches.

Pinehurst Stream Restoration

InterAgency served as NEPA Lead and Permitting Advisor for the restoration of approximately 8,000 linear feet of Pinehurst Branch and its associated wetlands within Rock Creek Park in Washington, DC, on behalf of the District Department of Energy and Environment (DOEE). InterAgency led the preparation of the Environmental Assessment (EA) and Finding of No Significant Impact (FONSI), coordinated Section 7 consultation, and managed Clean Water Act (CWA) and National Park Service (NPS) permitting. The team also supported comprehensive stakeholder engagement efforts to coordinate with regulatory agencies, utility providers, and community stakeholders like ANC 3/4G. The restoration project included the stabilization and ecological enhancement of the riparian corridor, while incorporating design and permitting strategies to protect exposed utility assets and ensure long-term resilience of the stream system.

InterAgency serves on the Project Management/ Construction Management team as regulatory consultant—advising the Owner/Designer on state/federal permits and environmental approvals. Our team is responsible for MOU strategy and execution, permit matrices, and stakeholder identification/outreach. We obtain all preconstruction permits, and collaborate with Straughn Environmental to facilitate Clean Water Act permits. InterAgency chairs meetings with USACE, NPS, DOEE, DDOT, and DOB to advance regulatory approvals and expedite reviews and inspections on behalf of the Design Builder and Progressive Design Builder.

Lead Free DC

DC Water estimates that the District of Columbia has more than 28,000 existing service lines with lead or galvanized-iron pipe. The Lead Free DC Program’s goal is to replace all of them with copper pipe by 2030. This ambitious milestone will take a high degree of coordination with the District, Regulatory Agencies, and the citizens they serve. As part of the implementation team, InterAgency serves as third party manager—interfacing between DC Water, sister agencies, and and private property owners. In this role, InterAgency coordinates with EOM, DC Council, DDOT, DOEE, and DCRA. InterAgency is responsible for strategy, MOU-writing, and brokering agreements with City Agencies. InterAgency conducts third party plan review, obtains permits, tracks and documents progress, and supports community outreach initiatives. We think that environmental justice is one of the keys to the region’s long term success and we so proud to play a role in this historic project.

InterAgency serves as environmental consultant to Brown and Caldwell for implementation of the City of Richmond’s Combined Sewer Overflow (CSO) Interim Plan. InterAgency evaluates permitting and regulatory requirements for potential projects, including development of comprehensive permit matrices. InterAgency prepares §404 and §401 USACE/VDEQ joint permit application for impacts to wetlands and other Waters of the US.

InterAgency serves as environmental consultant to Greeley and Hansen on the permanent restoration of Watts Branch and Hickey Run in NE Washington, DC. Our staff is responsible for §404 and §401 USACE/DOEE joint permit application for impacts to Waters of the US and associated riparian buffers. As a result of the work in the US National Arboretum, InterAgency is responsible for consultation with USFWS under the Bald and Golden Eagle Protection Act. Our team leads local coordination and permitting efforts with DCRA, DDOT, and DOEE, securing BCIV permits, Construction/Excavation permits, Erosion and Sediment Control, and stormwater management approvals.

National Capital Seawall IDIQ

InterAgency serves as environmental consultant to HDR / Moffatt & Nichol Joint Venture on the National Capital Area Seawall IDIQ. Our staff is responsible for leading the Environmental Assessment (EA) and permitting efforts on behalf of the NPS. The EA evaluates 6,800 linear feet of seawall rehabilitation within the Tidal Basin and West Potomac Park. It addresses impacts of the proposed action on environmental resources, including effects on historic structures and districts, cultural landscapes, vegetation, water resources, and visitor use and experience. InterAgency is responsible for permitting (NPS, Clean Water Act, District of Columbia) as well as compliance with Section 106 of the National Historic Preservation Act and Section 7 of the Endangered Species Act. InterAgency plays an integral role on the Joint Venture team, leading all environmental efforts and associated coordination with USACE, DOEE, DC HPO, NCPC, CFA, USFWS, NMFS and other key stakeholders.

Hollywood Interceptor Sewer

InterAgency served as the Permitting Coordinator for the City of Richmond, Virginia, analyzing permitting, easement, and regulatory requirements for multiple alternatives to decommission a portion of the Hollywood Interceptor sewer. The sewer is elevated above the James River and attached to trestle structures supporting an active railroad, creating complex environmental, structural, and jurisdictional constraints. InterAgency coordinated with local agencies to identify required permits and approvals, evaluated regulatory risks and right-of-way considerations, and helped define feasible permitting pathways to support informed decision-making.

Potomac River Tunnel

InterAgency serves as third party manager for the $700M Potomac River Tunnel—interfacing between DC Water and all Federal/City regulators and private property owners. In this role, InterAgency coordinates with the NPS, USACE Baltimore District, DDOT/FHWA, NMFS, USFWS, DOEE, DCRA, DoD, FAA, EPA, WMATA, CSX, CFA, NCPC, DC HPO, DGS, the Kennedy Center, and Georgetown University. InterAgency is responsible for all NPS Special Use Permits (SUP), Right of Way (ROW) Permits, Bed of River Permits, and Archaeological Resource Protection Act (ARPA) Permits, and all Clean Water Act Permits. InterAgency is author of the Federal Surplus Property Disposal Package and NEPA categorical exclusions for DDOT/FHWA construction permits and subsurface easements, secures property assessments, and negotiates approval conditions. InterAgency conducts third party plan review, develops easements and MOUs, implements the NHPA Section 106 Programmatic Agreement and Environmental Assessment mitigation, and supports community outreach initiatives.

RiverRenew

CLIENT: Alexandria Renew Enterprises

InterAgency serves as environmental manager for Alexandria Renew Enterprises’ $600M RiverRenew program.  IA is primary author for the NPS’ Environmental Assessment, manages easement acquisition, and secures the program’s federal/state/local permits. IA corresponds directly with regulatory agency contacts to facilitate key approvals that keep the program on schedule. IA conducts third party plan review and supports community outreach initiatives.  IA secures all permits/approvals from NPS, USACE, USFWS, FAA, VDEQ, VMRC, VDOT, Dominion Energy and the City of Alexandria. IA is responsible for coordinating construction activities, geotechnical and archeological investigations with regulatory authorities. IA works closely with the Program Manager, Owner’s legal counsel and City executives to establish MOUs and secure agreements that codify construction permit review processes and allow for 24/7 mining activities.  Finally, IA is responsible for negotiating right of entry agreements for both pre- and post-construction surveys.


FLOOD PREVENTION

First Street Tunnel

CLIENT: DC Water

CONSTRUCTION COST: $200M

InterAgency served as assistant project manager and third party coordinator for the $200M First Street Tunnel. In this role, IA was responsible for a host of different activities and deliverables. IA managed a team of sub-consultants authoring the Environmental Assessment for the First Street Tunnel. IA managed the cultural resources and Section 106 consultation for the adaptive reuse of the historic McMillan Reservoir. IA negotiated the approval of the traffic study for the project with DDOT. IA coordinated with USACE, DMPED, DDOT, DGS, DC Public Schools, and private landowners to obtain the easements, leases, and rights of entry required to construct six near-surface diversion structures in public space. IA represented DC Water at public outreach meetings and assisted with community engagement. IA interfaced with Washington Gas and DOEE’s Air Quality Division to negotiate the use of natural gas generators to power the subsurface tunnel boring equipment. Finally, IA provided CM services and peer-review for all traffic control.
